Abstract
The causes and the mechanism of hypertrophied perception of nuclear energy plants hazards are presented, based on the analysis of a number of factors that influence public ideas of nuclear power engineering development. Technology-related safety should be considered as one of the most important values of public mind. To ensure such a safety nowadays one needs a universal approach based on a new domain of knowledge that is a philosophy of safety.
